Why do I get ATT Uverse fliers when i'm not eligible for service?

I have now lived in two different places where ATT U-verse fliers are left on my door (or apartment complex door). In one place it's not available.|||AT%26amp;T has a third-party deliver those fliers, or address them if they are delivered by mail, and they don't cross check them to make sure U-verse is available at the address they are going to.
